9 Foot Barb Wire Interstate Fences ?

Driving for the first time in Florida today, I noticed something I've never seen. The "wildlife" fences on I-10 and US-19 were abnormally tall, looked to be about 9', and barbed wire topped. What is the need for these huge way over done fences? The interstate fences in AR, if there are any, are the standard 3' farm field wire fencing.
