First time seeing a balloon on adsbexchange.com

Since finding https://globe.adsbexchange.com/ I'll browse it occasionally to see what's flying. This is the first time I've seen a balloon with ads-b out. Looks like it flew up into different winds aloft.

I often see them over the southern Atlantic/Pacific around South America...someone told me they are there to provide wifi to cruise ships...I don't know if that is true though. They are usually around the same altitude as the one you saw.
