I thought non-TSO'd EFIS's could only be installed in experimental craft

There is an:
GPS/EFIS ADVANCED FLIGHT SYSTEMS (AF 3400MFD) 6.5" DISPLAY

currently for sale on fleabay with the description:
REMOVED FROM A COMANCHE THAT MY COMPANY IS PARTING OUT.


Whats up with that?
For that matter, I have heard rumor that non-TSO'd avionics might become an option for certified craft. Anyone know whats happening on that front?
 
Maybe it was installed for "situational awareness" rather than use as the primary instruments? Or the Comanche wasn't registered in the U.S.

Looks like section 8.1 of the linked AC pretty much rules out installation as SA or non-required:
b. There have been applications to install equipment, such as flight and navigation displays, as non-required. These applications request approval for these installations as situation awareness (SA) only. It is not acceptable to label a display as “SA-Only” and assume that its failure condition is acceptable. Installing displays that provide PFI that are more compelling than the required primary PFI displays, but they do not meet the appropriate operational and airworthiness requirements, and labeling them as “Supplemental” or “SA-Only" is not acceptable. Section 13.6 provides more guidance.

The Australian authorities on the other hand do allow such equipment to be installed:

The FAA allows flight displays into LSAs that it disallows from certified aircraft. The FAA is clearly schizophrenic.
