Any number of possibilities. The Kitplanes web site has their magazines archived that cover that period. By subscribing you can browse or search them. A one year subscription isn't that much.
There is an article on the Taylor Monoplane in the July 2009 issue that can be completed for under $11,000. May or may not be the airplane you are thinking of.
