So this was slightly amusing on some level, but is actually part of a larger issue now.

The WSJ had this story recently also that the Russian government demands $100 million from Canada for seized aircraft. With this type of thing going on now are we seeing the breakdown of the order that has persisted for the last few decades which essentially assured safe commerce and travel?
 
Such powers are written into the U.S. constitution:
"To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;"
From time to time they get exercised.
 
Article 1, Section 2, Clause 3 is in there too.

Don't get me wrong, taking the example of Venezuela, I think Maduro is evil, but where does this go in the long run?
