Considering the Chinese govt attempts to hack into US networks on a daily basis, am I supposed to be upset by this 'leaked' document???

One weighting scheme to prioritize paranoia of different groups is to consider each group's physical proximity to you, number of people and weapons they have available, amount of fiscal resources they have available, and the amount of authority they claim over you and your property.

Of China, Russia, and the United States, only the U.S. is number one on all weighting criteria for anyone living in the U.S. So a U.S. resident being paranoid of China or Russia over the U.S. may be consider somewhat irrational based on threat potential.
