Can Public Airports prohibit ultra lites?

Not relevant. It does meet the FAA definition of aircraft: "means a device that is used or intended to be used for flight in the air." Also, the very existence of Part 103 indicates it has jurisdiction.

When it suits its purpose the FAA is more than eager to insist that it has jurisdiction of any object in the NAS that got there by human intervention.

For accident investigation, an UL would also seem to fall within the jurisdiction of the NTSB. (NTSB even concerns itself with bicycle accidents - OK, maybe not specific accident investigation, like when little Willie falls down, but it does gather and mess around with statistics.)

BVS appears to be Class G. UL should be OK.
 
I think it sucks to have one group of aviators looking for ways to exclude another group from what they think is their turf, when that turf is designated public.
