U.S. statutes grant the FAA the authority to fine anyone, including non-certificated pilots, for violating FAA regulations. So in theory this guy could now also get fined by the FAA.
First there is the one all-important prerequisite to establish: he "pleaded no contest to operating an aircraft," so it is now (presumably) legally established he was operating an aircraft (I'll have to look into this; many Bimmers are cheaper than many old airplanes.)tonycondon said:
