I can't help but think this is some type of unwritten code with other CFI's...

Your statistic appears to be bogus. Take a look at the "Flight Instructor Certificates" rows in tables 19 and 20 and let me know what you see there (You'll need an MS Excel viewer if you don't have Excel; MS has a free one available here):
