Aircraft engines cost too much. Vans could give away free RV-12 kit with free avionics, but the typical new 100 HP aircraft engine would set his customers back over $20,000. Most middle class earners have an issue with that pricing.

Recreational GA is going no where with the current crop of engine choices (some exceptions are the Jabiru and Viking Aircraft engines - but still pricey.)
